Wilderness programs take places miles if not 100s of miles from civilization.  Wilderness programs often use the fact that they dont use fences or gates or locked facilities as a selling point to parents because many programs are locked. Sometimes children are so set in leaving that even though they will be in the desert all alone without food or water they may leave the group and at times children die.
